Stakeholder consultation and public engagement has a critical role to play in the redesign of services and infrastructure in healthcare. It is widely advocated in government policy and enshrined in legislation. The Health and Social Care Act (2011) specified the need for NHS organisations to get approval from Local Authority Overview and Scrutiny Committees (OSC) on substantial change proposals; and Section 242 of the Local Government and Public Involvement in Health Act required Trusts to involve, consult with and respond to users and the public, and make explicit the decision making process and the trade-off between affordability, acceptability and clinically safe and effective outcomes.
The aim of this project was to develop an effective approach to stakeholder consultation and engagement which can be used within an estates planning strategy and the design of healthcare infrastructure. The main objectives were to:
• Described the current situation through literature review, interviews and workshops with estate planners and managers to understand the transition of consultation findings within service planning.
• Explore healthcare infrastructure planning through various approaches to stakeholder consultation within English Primary Care Trusts (PCTs), a best value approach to stakeholder consultation and engagement which can be used within an estates planning strategy.
• Evaluate tools for improving technical evaluation and public consultation.
• Map stakeholder needs and effective stakeholder engagement processes in the changing context of the NHS (e.g. GP commissioning).
• Develop processes for stakeholder engagements and needs capture, aligned with decision making processes and balanced against value criteria and decision making.
