The research developed a theoretical framework that provides support to within- and cross-organisational learning from complex construction projects that combines qualitative, quantitative, technological and non-technological solutions. The main objectives of the research were to:
• examine existing literature relating to the need for and barriers against design-construction learning loops;
• establish the potential and limitations of current knowledge management procedures;
• establish the potential and limitations of current feedback loops designed to improve design quality;
• evaluate which technologies/techniques are most effective to assist learning activities; and
• improve cross-organisational boundary learning within complex infrastructure projects.
